According to the European Commission, development of renewables must be cost-efficient

The European Union continues to support a 20% share of energy from renewable sources by 2020. The Commission, however, recommends cost-efficient approach, application of relevant policies in all member states and harmonization of support schemes.

Wind and solar energy should be produced where it is economically beneficial, and should be traded on the European internal energy market. The European Commission gives priority to supporting schemes that reduce costs and prevent excessive compensation. Thanks to the established cooperation mechanisms, some member states can save money and purchase wind or solar energy from another member state or country outside the EU.

The European Commission also supports the definition of a new framework beyond 2020 to ensure a stable environment for investors in renewable energy sources. The new framework must allow more opportunities for innovation and cost reduction.
